Ahead of the winter session of the assembly, Speaker Nadendla Manohar seems to be taking up the exercise of putting the House in order; he took the first step by accepting the resignations of Nagam Janardhan Reddy (Nagarkurnool) and N Prasannakumar Reddy (Kovvur).
The two legislators were elected on TDP ticket and are now dubbed as rebels singing to the tunes of two different political parties. TDP had filed a disqualification petition against Prasannakumar Reddy for his anti-party activities. His resignation was accepted quoting the precedence of Pocharam Srinivas Reddy, who joined TRS and was elected to the assembly.
Nagam’s case was different. He resigned for the Telangana cause and moved the court challenging the Speaker’s inaction. Finally Speaker accepted the resignation though legislature and judiciary seldom cross swords.
The resignation issue now enters the crucial phase and it remains to be seen how the Speaker handles the situation as the winter session is scheduled to begin from December 2.
There is a heap of resignation letters pending before the Speaker as Prasanna Kumar Reddy himself resigned along with 29 legislators, who wanted to align with YSR Congress. This apart there are resignation letters from the ruling party as well as TDP from Telangana region.
When Kiran Kumar Reddy was the Speaker there were resignations from across the State and they were kept at abeyance on the premise that they were given emotion-driven. That stance still continues and what Manohar has done is to settle the easier ones where the party and the member mutually want to quit the House.
As the Speaker has to use his discretionary powers, it is but logical for him to go by the merits while accepting the resignations. In all likelihood, he may have a discussion with the party leaders and the legislators before taking a decision as he has be satisfied that the member resigned on his own and was not influenced by any issue, emotional or otherwise.
